Context

The Wellbeing of Future Generations Act (WFGA) of 2015 lays out a series of principles which are supposed to inform decision-making at all levels of Welsh Government, ensuring that all policies support the long-term thriving of Wales and its communities. Important commitments in the act include sustainable development, a vibrant culture and thriving Welsh language and global responsibility.

Whilst the Act only applies directly to public bodies, many of its more ambitious targets (e.g. around climate, household income and pay equity) can only be achieved with the cooperation of Welsh businesses. To measure the Act’s success in shaping business activity, we have developed a metric which measures the degree to which Welsh companies represent the values and priorities of the WFGA through their digital presence.

Regional Differences

Ceredigion, Gwynedd and Anglesey/Ynys Môn sit at the top of the list with respect to WFGA scores. These counties are also notable for their relatively high percentage of Welsh language speakers. The four lowers scorers are also lowest counties, meaning there is little sense of a rural-urban divide. 

Further study is required to understand the drivers of regional differences in WFGA scores. From previous research, we know that companies which have had direct contact with the Welsh Government (e.g. by applying for public contracts) tend to score higher than those who have not. How to use this Metric

The WFGA score is produced by scanning the text of company websites for content and themes associated with the Act (derived from official government communications). Scores are recorded on a scale of 0 to 1. What matters here is not so much the absolute level of the score, but the relative values across different regions and sectors and their direction of travel. In general, we have observed a tendency for these scores to increase gradually over time, suggesting that the values and themes associated with the WFGA are becoming more prevalent amongst Welsh businesses.
